Because managing performance targets in software engineering is so critically important, the historical data, analysis models, and tools that take into account the specifics of software development and maintenance must be available to the organization. In this paper, a white-box tool, 'MultiPERF', based on the international ISBSG Repository of software project data, is proposed for setting performance targets in software organizations.
