The rapid evolution of the number of users and the emergence of new multimedia services has motivated Third-Generation Partnership Project (3GPP) to develop new radio access technologies. Thus, the carrier aggregation (CA) was introduced from version 10 LTE (LTEAdvanced) to meet the increasing demands in terms of throughput and bandwidth and to ensure the QoS for different types of services. However, that solution is incomplete if it’s not accompanied by a proper management of resources. Several scheduling approaches were proposed in the literature. However, the majority favors high-priority traffic. In this study, a new approach of scheduling in the uplink has been developed to ensure fairness of service to different classes of traffics and increase the number of satisfied users in the network through a dynamic management of priorities that privilege the low-priorities traffics during a specific time intervals based on the average waiting time for each class. Simulation results show that the QoS parameters were much improved for the low-priorities classes and the QoS of highpriority class was not degraded.
