Abstract

The decisions that are taken in the context of a mining project have risks. Risk management is a performance tool for projects. In fact, it is in risk limitation decision impacts that we reach the best results. In the case of projects in the extractive industry, the issues with social, economic and environmental challenges are many and their management has a strong impact at the end of the project life. Nowadays, social, economic and environmental risks have significant impacts on stakeholders at the end of the mining projects life. In this thesis we are proposing an analysis to understand when project risks must be assessed and also what types of decisions will bear the brunt of risks. At the same time we will show which type of decisions (strategic, administrative or operational) will bear the riskiest impacts. Our analysis led us to conclude that administrative decisions carry more weight in risk and risk assessment should be done at crucial moments in the life of the project. Those moments are the periods that have more risks at the end of the project life. The problem is the difficulty of taking into account the temporal or dynamic dimension of impacts in a decision process. To provide a practical tool to help in a concrete decision making for managers, we present a hypothesis, with a method used to build it and its functions. We first evaluated the criticality of the project structure with the FMEA (Failure Mode and Effect Analysis) tool. It allowed us to identify the stages of the life cycle of the riskiest project till the end of the project life. Next, we analyzed and identified types of decision that can be taken at each stage of the life cycle. Then, a meta-model was created FMEA. This decision Meta-FMEA evaluates criticality decisions. Thus, we have identified: the steps and critical decisions in the life of the project. This last identification helped to propose a decision-making process: RAMDI (Rapid Assessment Method of Decision Impacts), which has a time scale and would help the manager in his everyday decision-making, as well as regulating future impacts to come. This new tool, RAMDI is designed from the FMEA, which was carefully chosen for its dynamism and its ability to weight the risk by assessing their criticality. The time scale integrates the behavior of impacts in time and also the challenges associated with each time we want to consider. The tool not only offers prospect in the internal and international enterprise collaboration, but it also gives a forecast for up to several decades.
