The successful integration of Building Information Modeling (BIM) into construction projects since the early 2000s has significantly extended its influence to infrastructure, particularly in the transportation sector. Transportation infrastructures, as essential economic drivers for cities and countries, are increasingly drawing attention for the optimization and cost-effectiveness of their implementation. In many developed countries, governments have embarked on a digital transition to address the growing environmental and economic challenges of projects. However, this process of digital transition remains largely unknown to transportation agencies.
While scientific publications on BIM applications in transportation infrastructure projects are increasing, there is still a significant gap compared to construction projects due to the more recent adoption of BIM in the transportation domain. Nevertheless, a gap persists in studies on the digital transition process of organizations responsible for these infrastructures.
This case study aims to understand the digital transition process of public agencies responsible for transportation infrastructures, focusing particularly on the case of the Ministry of Transportation and Sustainable Mobility of Quebec (MTMD). Currently engaged in a digital transition initiative driven by the BIM roadmap of the Quebec government, the MTMD provides a privileged case study. The objective of this research is to deepen the understanding of the mechanisms to be implemented by transportation agencies for the successful implementation of BIM in project management and realization. Thus, the dimensions of BIM implementation for infrastructure projects, including benefits, challenges, uses, and opportunities, have been examined. Additionally, a study of precedents in BIM implementation has been conducted, and specific actions for BIM implementation in the management and realization of transportation infrastructure projects have been identified.
This research significantly contributes to the theory by highlighting the specificities and nuances of BIM implementation in the specific context of transportation infrastructure. Through the analysis of concrete projects, it enriches our understanding of current practices, challenges related to BIM implementation in projects, and the potential offered by BIM in project management for transportation infrastructure. By proposing specific actions tailored to the MTMD, it provides concrete recommendations that can guide the development of government roadmaps for BIM implementation in transportation infrastructure projects, thereby contributing to the evolution of practices in the construction domain.
