Abstract

This report proposes a model composed of five distinct phases in an effort to improve humanitarian logistics during a natural disaster. The principle of this model is to manage in a continuous manner the different phases in order to avoid coordination problems. These phases are : (1) the location of a permanent warehouse ; (2) the immediate transport of first supplies ; (3) the location of a temporary warehouse ; (4) the future needs assessment ; (5) mid-term planning for deliveries. To verify some hypotheses on the model locating the permanent warehouse, we watched the evolution of damages occasioned by natural disasters in the Caribbean and Central America, represented by the numbers for casualties, injured, homeless, affected persons as well as economic damage. We also studied the distribution of the particular categories between the different countries and observed important difference between the two regions, and a disparity in the studied categories. To verify the models, we conducted several simulations using data on recent catastrophes.
