The research objective is to model, implement and validate a methodology to determine the root causes of cost and schedule overruns and the associated lessons learned and to compare to the construction industry. The study also highlights the role of engineering changes and risk management performance in the aerospace field.
The literature emerging from the construction industry lists the root causes of these gaps. Nevertheless, it does not address lessons learned or risk management performance. In addition, the lack of scientific aerospace articles justifies the effort to determine how risk management and engineering changes can interact with cost and schedule overruns and how lessons learned can reduce them.
The methodology used in this research is design science, where the proposed method is validated by iteration until a satisfactory result is obtained. Empirical data are collected through semi-structured interviews and workshops with actors involved in a major aerospace program.
The introduced methodology allows to list the gaps of root causes and to extract lessons learned. A second method is developed to measure risk identification process performance. Most risks are surprises leading to gaps.
The literature highlights the importance of engineering changes, as well as the increased role of risk management in gap control and lessons learned.
