The objective of this research is to determine whether pilot projects against late payments (projects whose payment modalities are imposed by the government) in Quebec construction have a better quality of tender documents than "traditional" projects. The areas covered in this thesis are the construction process in Quebec, quality in construction, conflicts (and more specifically late payments) and the pilot projects of the Quebec government. The goal is to compare some of these pilot projects with similar projects that are not part of this program, designated as control projects, and to analyze their addenda (changes made to the documents during the call for tenders) which are the main source of data. Their number, category, and date of issue are collected. This data was analyzed, by classifying projects according to their size, structure, and other relevant categories. This analysis determined that the pilot projects have fewer addenda than the control projects, that they have a longer design period for the same construction period and that the percentage of the budget allocated to construction professionals (i.e., architects and engineers) was higher. These findings were verified using a questionnaire to which contractors from pilot and control projects responded via telephone interviews. Finally, interviews with the public agencies of the pilot program confirmed that the tender documents are of better quality, but that this can be attributed to a pre-selection of betterquality projects by these public bodies. It also showed that the payment schedule system, specific to the pilot projects, is effective but that the system of intervening experts in the event of a dispute is not.
