Abstract

The prevention of workplace accidents has become a major issue for today's manufacturing companies. The context in which these companies evolve creates emerging health and safety risks for which the means of management and analysis are not always known. Risk management and risk analysis methods have reached saturation with regard to their effectiveness in analyzing these emerging risks. This study presents the issue of managing emerging risks, mainly those arising from the organizational and human context. It views the resilience engineering approach as an innovative way of looking at the safety of a system. The study is based on the assumption that manufacturing companies would benefit from using complementary methods to traditional methods to consider the impact of emerging risks at the organizational and human level on the safety of their systems. Traditional methods are relatively limited in this area. This is a case study of a large Quebec manufacturing company established for several decades. First, semi-structured interviews led to the development of the FRAM model for the understudy company sector. Direct observations in the field completed the model. The data collected indicated that FRAM could be used to model the manufacturing system. Subsequently, a period of documentary analysis of the company's data was carried out. This analysis made it possible to carry out a comparative study between the method used by the company under study and the FRAM. It revealed the importance for today's manufacturing companies to consider the impact of emerging organizational and human risks in risk management and risk analysis. The integration of the principles of resilience engineering into their OSH management mode can only be beneficial to better understand and anticipate the accidental phenomenon.
