Abstract

Despite the abundance of articles covering all facets of road infrastructure supply modes, design optimization is not covered in depth in the literature. In this context, this thesis highlights the elements and conditions that support optimization in major road projects. A review of the literature covering procurement of infrastructure projects and the different aspects of the methods of allocation of road projects was performed. It covers the procurement steps and optimization approaches. A comparison of the optimization potential for contracted projects in the conventional procurement mode versus PPP modes is carried out for each stage of a project. Key people with extensive experience in the field were approached by a questionnaire to give their opinions on various aspects that influence optimization of the design. A survey of the elements that affect the optimization efforts was also done and the results were analyzed. During the drafting of the terms of reference, the opinions covered traffic data which represents the main input of economic profitability and the determinant of design at the capacity and structural levels. Their opinions then highlighted the geotechnical and environmental data which are also main determinants of the structural design and thus of the construction and maintenance costs since variable or weak soils can also influence the behaviour of the structure in operation. Other major inputs highlighted by the notices relate to inventory and topographic surveys, which significantly affect the costs of development and therefore construction. The condition of the structures that would be retroceded and infrastructure in general whose maintenance would fall under contractual obligations of management and operation especially when these infrastructures are deficient was emphasized as essential information. The suggested concepts or mandatory concepts of the so-called reference design, the role and responsibilities of external stakeholders, permits and authorizations, the visual aspect and landscaping are all essential inputs to be very well-financial flow of the project for the private partner. During the proposal phase, the notices covered the client-bidder interaction by addressing the dynamics of the partnership, the changes to the terms of reference, and the fair sharing of information among bidders. The working methods and designer-builder interaction during this phase were also raised by the private partners consulted and their opinions addressed in our analysis. Prioritization and specification of the level of detail of the design for each element and for each discipline according to their impact on the project are analyzed and sharp recommendations are made for future consideration. From the consultation undertaken, the optimization of the design of each element must essentially be based on a vision of optimizing the whole for a complete life cycle including maintenance and upgrading in accordance with the terms of the contractual requirements of the public partner. In addition, it appears that during the design-build phase, the identification of all constraints and the project environment to identify the most critical determinants of profitability, on the one hand, and the risk, on the other hand, is essential. Communication between project stakeholders and stakeholders as a catalyst for success and its impact on optimization through the interactions of these different stakeholders is exposed and analyzed. The participants include the design-build team, the independent engineer, the client and its consulting engineer, and stakeholders. It is at this stage that the conflicts and the constraints of realization of the work emerge. It is also at this stage that the requirements of the client, the independent engineer and the stakeholders manifest themselves with or without reason. Their impact on design optimization, including frank, structured, informed and transparent communication, is underlined where collaboration and sharing of relevant information are determinants of the overall cost of infrastructure.
